If you are concerned about this as a lead buyer, have your aggregator put in writing as an addendum to your contract that all leads are to be sent in real time (within 5 minutes of consumer submitting the form.). Make sure your contract has audit rights - that gives it teeth and gives you leverage in the event that you suspect foul play.

If your aggregator says "all leads are organically generated on our site or "all come from seo" have then put that in writing as well.

In all cases above, the aggregator is making legally binding representations about their product and would be false advertising if these things are not true.
But, get it in writing with an audit clause.

If your aggregator won't put down in writing what they are telling you on the phone, caveat vendor - proceed at your own risk.
